Today the BC Green and BC NDP caucuses celebrated the one year anniversary of the signing of our historic Confidence and Supply Agreement.
The Premier and I took the opportunity to celebrate the event at the offices of Alacrity Foundation in Victoria. This was a fitting venue since Alacrity represents a stellar example of innovation in the new economy.
Alacrity has helped bring over $225 million to B.C.’s technology ecosystem through its investor readiness program and on April 19, 2018, the Province announced that it was investing more than $711,000 over the next three years in the Alacrity Foundation of B.C.’s Cleantech Scale-Up program.
Below I reproduce the brief remarks I gave at the event as well as our joint press release.
I am delighted to be here to celebrate the one year anniversary of the announcement that we had reached a Confidence and Supply Agreement with the BC NDP.
The 2017 election was historic for our Party. We doubled our popular vote count and tripled our seat count.
When the results came in as a minority government, we felt an enormous weight on our shoulders. We took our decision very seriously.
In the end, we decided BC needed a change. It was clear that most British Columbians wanted things to be done differently.
There was a clear desire for bolder, forward-looking policies on a range of important issues:
affordability;
environmental protection;
investments like child care and public education that will give our children the best possible future.
CASA is the result of two distinct parties coming together around shared values.
Ultimately we want the same thing:
to improve the health and wellbeing of British Columbians;
to make government more responsive to the challenges and opportunities they face in their everyday lives;
and to set our province up for success.
There have been ups and downs in the first year, but like any relationship our Agreement has required us to work through our issues and come together to find solutions that we can both support.
This is a special opportunity – under majority governments, a party can get 100% of the power with as little as 39% of the vote and push through its agenda without having to consult or collaborate with any other parties.
This has often left British Columbians feeling disconnected and like their government is not listening to their concerns. In just the first year since signing our agreement, we have worked together to:
ban big money;
reform the lobbying industry;
make historic investments in childcare and public education;
advance key elements of the BC Greens’ economic vision for the province.
And we’re just getting started.
Right now, I am hard at work with Minister Heyman to develop a climate plan that puts a bold vision for BC’s economy centred around innovation at its core.
We have a unique opportunity to make BC a leader again in climate action.
While climate change poses significant risks and challenges, there are opportunities to be had as the world transitions to the low carbon economy.
But the benefits will only flow to those who are leaders – not the last adopters.
BC was once a leader in climate action, providing an example to the world that a strong economy and bold climate action are perfectly compatible.
I am looking forward to unveiling our plan to make BC a leader once again.
There are challenges that lie ahead, but I am deeply encouraged by our ability to come together to work through our differences.
John and I both know that there is more at stake than the future of our two parties – we are united in our love of this province and we want to set it up for the best possible future.

| VICTORIA – Premier John Horgan and B.C. Green Caucus Leader, Andrew Weaver, marked the one-year anniversary of the Confidence and Supply Agreement (CASA) at the Alacrity Foundation in Victoria.
The leaders highlighted co-operation to put people first, and investment in clean tech, innovation and a resilient economy that creates good jobs for people in B.C. — now and into the future. “When we agreed to CASA, we agreed to make democracy work for people and focus on solutions to the challenges facing British Columbians,” said Premier Horgan. “By working together, we’ve accomplished a lot to make life more affordable, improve the services people count on, and build a strong, sustainable economy that works for people. And we will keep working together, every day, to make life better for people in B.C.” The Province recently announced support for the Alacrity Foundation to help clean tech companies expand. The support for Alacrity is part of the progress made on CASA commitments to advance innovation and technology, and the collaborative work on the climate action strategy that continues. “Over the last year, we’ve shown the people of B.C. that co-operative government can lead to better, evidence-based policies that will set our province up for a bright future,” said Weaver. “Core elements of our economic platform are part of CASA. With the establishment of the Emerging Economy Task Force and the appointment of B.C.’s first innovation commissioner, the province will be better positioned to adapt and prosper in the changing economy of the 21st century.” CASA commitments on climate action were emphasized by both leaders, as they stressed the importance of decisive action and ongoing work to ensure B.C. is a climate leader. “Climate change affects everyone, and our shared future depends on making B.C. a climate leader with a strong economy that works better for people and the environment,” said Premier Horgan. “The previous government stalled climate action and failed to meet targets. We are working collaboratively towards a credible and effective climate strategy that creates opportunities for people. I’m excited about what we can achieve together.” The Government of British Columbia recently introduced legislation to update the Province’s greenhouse gas reduction targets, setting the stage for a renewed climate action strategy to be released in the fall. “There is much more to be done, but I look forward to working together to make B.C. a leader in climate action once again,” said Weaver. “We have an incredible opportunity to build a thriving economy centred around innovation, and keep our commitment to younger generations. A climate plan that is a collaborative effort by two distinct parties is a unique chance to put people ahead of politics, to think beyond the typical electoral cycle and set our province up for the brightest possible future. Today I had the distinct honour of attending Ducks Unlimited Canada’s 80 years in Canada | 50 years in BC Celebration at the Delta Ocean Point Resort in Victoria. George Heyman, the Minister of Environment and Climate Change Strategy, Andrew Wilkinson, the Leader of the Official Opposition and I each were asked to speak for a few minutes. Below I reproduce the text of my speech.
Thank you. It’s a distinct honour for me to be here tonight at the Ducks Unlimited 80 50 Anniversary Celebration and I am grateful to be given the opportunity to say a few words.
While I am not a member of Ducks Unlimited, I am in fact the proud owner and winning bidder of two Ducks Unlimited prints from the Ross Bay Pub.
I picked up “Morphing Landscape” by Derek Wicks a couple of weeks ago and it now stands behind my desk in the BC Legislature. Prior to that I obtained Kevin Johnson’s pencil art print “Endearing Moments – Mother Seal and Pup”.
Prior to becoming the MLA for Oak Bay – Gordon Head and the leader of the BC Green Party, I was an atmosphere-ocean-climate scientist, with a background in applied mathematics and physics, at the University of Victoria.
As a scientist I come from an environment where decisions flow from evidence.
But I’ve found it challenging at times over my last five years in the legislature watching so much of the opposite occur — the so-called decision-based evidence-making wherein ideological positions are taken and evidence is sought after the fact to support them.
Never is this more prevalent than in wildlife, watershed and environmental management.
While the concept of science-based wildlife and environmental management has generally been endorsed by governments in B.C., it has not been consistently followed.
There have been some successes. But as you likely know all too well, its selective use has led to many more poor outcomes.
Numerous wildlife populations and ecosystems are in jeopardy today. Mountain caribou are facing extirpation, wild salmon – a foundational species – are in shocking decline, spotted owls are virtually extinct, moose populations are in trouble across the province, and Shorebird populations have declined by an estimated 70 per cent across North America since 1973.
What we find in almost all of these instances is that there has been inadequate science, particularly concerning the cumulative impacts of human activity, and that an unacceptable loss of vital habitat has occurred. For wetlands, in particular, the situation is critical.
Our province lacks a wetland policy and in developed areas of the province, over 80 per cent of fresh water and tidal wetlands have already been altered or destroyed.
Things are not going to get easier. The management of ecosystems is becoming increasingly complex and fraught with risk.
Habitat loss is mounting.
The human population is growing.
Industrial development is expanding.
Adding to all these other stressors is, of course, climate change.
Our climate is changing at an unprecedented rate. And it will continue to do so. Rising temperatures are drying up wetlands and receding glaciers threaten their long-term regeneration.
A recent analysis of data from the Gravity Recovery and Climate Experiment (GRACE), a NASA-led mission that combined 14 years’ worth of satellite data, shows that the global water supply is rapidly shifting. In Canada that has made some regions wetter and more flood-prone. While others, like the western sub-Arctic, have become much dryer.
We must be prudent and precautionary as we manage our changing wetlands because so much is at stake.
Those declining shorebirds I mentioned earlier, for instance, are among the many who rely on wetlands, open landscapes and shorelines for their survival. These are the same areas your members and volunteers are working so tirelessly to protect.
As one of Canada’s greatest science reporters, Margaret Munro, writes:
“The birds are so tuned to the natural pulse of the planet that they know where and when to touch down on their ultramarathon migrations. As the climate shifts and key habitats shrink and degrade, researchers say the migrations are growing more dangerous, and more deadly. Many long-distance migrants are in serious decline.”
Effective natural resource management is reliant on funding, science, and social support. We seem to have consensus on this within the current B.C. government, but it needs to be put into action.
My colleague Adam Olsen organized a forum in April to speak to experts about his proposal to create a Wild Salmon Secretariat in B.C. Your Director of Regional Operations, Les Bogdan, generously made the trip to be there.
Fins and feathers working together, he said. He also said something that mirrors my experience in the BC legislature: we are planning nature to death. We have so many plans, we need to start implementing them. We need to get on the ground and get to work.
Where governments have failed in that regard, Ducks Unlimited and its community partners have excelled.
Your service to BC over the last 50 years has been incredible. By protecting wetlands and shorelines, you are protecting the people and animals who live in here, preserving our water quality, moderating the effects of flood and drought, and providing a buffer against climate change.
As an organization I hope you continue and expand this important work. As a government I hope we can follow your lead.

Today my colleague Adam Olsen, the MLA for Saanich North and the Islands, held a press conference in front of the Legislature to announce the release of the BC Green Caucus report entitled report entitled: Standing up for Wild Salmon.
The report outlines the challenges facing B.C.’s wild salmon populations and highlights a proposed path forward, through the creation of a Wild Salmon Commissioner and supporting Wild Salmon Secretariat.

VICTORIA, B.C. – Adam Olsen, MLA for Saanich North and the Islands, publicly released his Standing up for Wild Salmon report today outside the B.C. legislature. The report outlines the challenges facing B.C.’s wild salmon populations and highlights a proposed path forward, through the creation of a Wild Salmon Commissioner and supporting Wild Salmon Secretariat.
After making the initial pitch to the Premier in March, Olsen hosted representatives from a diverse range of fisheries backgrounds for a consultation forum where there was unanimous consensus on the need for a Wild Salmon Secretariat or Commissioner in B.C. Following his forum, Olsen presented their feedback to government along with a detailed proposal. Today’s public report is an extension of that work.
“Now is the time to appoint a champion for wild salmon,” said Olsen. “The crises facing BC’s wild salmon populations, while dire, provide opportunity for action: stakeholders, First Nations, the public and the commercial sector are aligned and eager for provincial leadership on this file like never before.”
A key finding from the Forum was the shared frustration of many participants in trying to deal with the provincial government to resolve salmon issues, having been passed from department to department because there was no single ministry in charge of the file. The proposed commissioner and secretariat would serve as a unifying force in the provincial government to see the big picture and ensure that all the fisheries work being done within the B.C. government is aligned towards a consistent, positive outcome. They would be a strong defender of wild salmon in negotiations with the federal government and work to rebuild declining stocks.
“Protecting wild salmon is a priority we share with the B.C. NDP government,” Olsen continued. “My hope is that they take today’s unified call as an opportunity to finally take action and establish a dedicated wild salmon representative responsible for this foundational B.C. species.”

Today I was afforded the opportunity to address delegates at the 69th annual convention of the Association of Vancouver Island and Coastal Communities. As noted on their website:
“The Association of Vancouver Island and Coastal Communities (AVICC) is the longest established area association under the umbrella of the Union of BC Municipalities (UBCM). The area association was established in 1950. It now has a membership of 53 municipalities and regional districts that stretches from the North Coast Regional District down to the tip of Vancouver Island and includes Powell River, the Sunshine Coast, the Central Coast and the North Coast. The Association deals with issues and concerns that affect large urban areas to small rural communities.“

I am delighted to be here this morning with all of you – and I think we share an essential trait as politicians, even if we are not always aligned in policy or vision.
Each of you, I expect, can identify the issue or the passion that motivated you to run for local government. It may have been an environmental issue, as it was for my colleague Sonia Furstenau, or it may have been a desire to see a project in your community to move forward.
And it is passionate leadership at the local government level that sees so much positive change come forward in our province.
Look at the Town of Gibsons – the first in North America to pass a natural asset management policy, showing extraordinary leadership in recognizing the indisputable logic of including natural assets in financial planning.
In Cowichan there is the Cowichan Watershed Board, laying the foundation for watershed co-governance with First Nations, and taking tangible, necessary steps toward reconciliation in the process.
Recognizing that healthy and happy communities – as Charles Montgomery so eloquently points out – have social connection and collaboration in their fibre, Oceanside and Mt. Waddington’s Health Networks are models for bringing people together to create long-term positive health outcomes.
It was my own commitment to action on climate that motivated me to run for MLA in 2013, after I had seen our province go from a climate leader under Gordon Campbell to a climate laggard under Christy Clark.
As a climate scientist, I had long encouraged my students to engage with decision makers – or become decision-makers themselves – if they wanted to see politicians take action on climate. I realized that I too had a responsibility to participate in the building of political will to act on climate – not as a voice of doom, but as a voice for the extraordinary possibility and opportunities that lie before us in this challenging time.
So much of the conversation around climate and the transition away from a fossil-fuel economy is backward-looking, focusing on the economy of the 20th-century.
Look at the hysteria and rhetoric around the kinder morgan expansion – the shocking doubling-down on a pipeline that would export heavy oil – diluted bitumen – out of Vancouver. In every way, this is the wrong direction for our economy, our environment, our relationship with First Nations, and our climate.
Now take the potential that lies in new technology and innovation. Shell has recently announced that it has the technology to extract vanadium from bitumen, and use the vanadium to build steel that can be used to manufacture battery cells that have the capacity to store energy.
Consider that potential! Rather than dumping yet another raw resource as quickly as we can into foreign markets that reap the rewards of jobs and revenue as they process it into a usable and far more valuable commodity, we could be looking at using this resource to develop and support steel manufacturing, innovative energy storage technology, and the renewable energy sector.
We could massively increase the return to our citizens and our economy, and we could be actively building the future energy systems that will sustain our children and grandchildren.
We sell ourselves short by looking backwards – when transformation and innovation are happening more and more rapidly, it is the worst possible time for us as a province or a nation to double down on the ever decreasing returns in a race to the bottom of early 20th-century economics.
And it’s smaller communities – like the ones that many of you represent – that could benefit immensely from the emerging economy that’s rooted in education and driven by innovation and technology.
Consider the potential of Terrace as a centre for manufacturing – we as a province should be reaching out to Elon Musk and encouraging him to see the potential benefits of a Tesla plant or battery manufacturing plant in Terrace, where shipments to Asia are easily accessible through Prince Rupert’s port, and shipments to Chicago are at the end of a rail line that runs straight through Terrace.
Here on the island, Victoria has already earned the moniker “Techtoria” – and the Cowichan Valley is situated perfectly to be the next destination region for an industry that is growing by leaps and bounds.
BC’s own digital technology supercluster was recently awarded $1.4 billion in federal funding – an investment that is expected to produce 50,000 jobs and add $15 billion to BC’s economy over the next ten years.
And the work being done will make the lives of British Columbians better – including creating a health and genetic platform that will allow medical specialists to create custom, leading-edge cancer treatments that are personalized to the unique genetic makeup of each patient.
This work – hi-tech innovation, research, education – this work can happen anywhere in our increasingly connected world. It’s the connectivity highways that we should be investing in – these will allow all communities to reap the rewards of the 21st-century economy.
At a reception for the BC Tech Association last week, I met Stacie Wallin. Her job is to nurture tech companies that have hit the 1 million dollar level in revenue to scale up to the 25 million dollar level.
And she is so busy that she has nearly a dozen people working with her to keep up with the work that’s coming her way. When pipelines and LNG plants crowd out our conversations about BC’s and Canada’s economy, we miss what’s actually happening – the exciting, innovative, emerging economy that is reshaping our communities.
And there’s so much more. The film industry, tourism, education, professional services, value-added forestry, innovation in mining, renewable energy – our potential in this beautiful province is as boundless as our stunning scenery – and squandering time and energy to prop up sunset industries is the wrong place to be putting our precious efforts and money.
And if governments double down on 20th-century carbon-based economics, it’s your communities that feel the impacts and pay the prices.
Floods, droughts, wildfires, damage from increasingly punishing storms, sea level rise & storm sureges – all of these cost your communities, and your citizens, more and more money.
Communities are hit with the costs of building infrastructure to prevent flooding during the melt season, at the same time as having to determine how to deal with depleted aquifers that won’t be able to sustain the residents who depend on them for drinking water, and another drought this summer will once again put Vancouver Island at severe risk for wildfires.
The impacts of climate change will continue to put severe pressures on all our communities – which is why it’s utterly irresponsible for our provincial government to be considering a 6 billion dollar subsidy of the LNG industry – including letting LNG Canada off the hook for paying their fair share of carbon pricing.
Consider that fact alone – that the potential single greatest emitter of greenhouse gases in BC would only ever have to pay $30/tonne for its carbon pollution, while the rest of us, including industry, will see carbon pricing rise by $5/tonne each year.
This is an unacceptable logic, and one that we can’t possibly support – and I urge you, as the elected representatives who will be seeing the costs and consequences of climate change in your communities – I urge you to also encourage this government to recognize that giving massive tax breaks to the LNG industry because it isn’t economically viable is not the direction BC should be heading right now.
Consider an alternative. Why not invest in the Squamish Clean Technology Association (SCTA) created to seek out leading edge ventures that will help create an innovation hub focused on clean energy. We could attract the best and brightest minds to come to BC to figure out how to harness the renewable energy that abounds in our province while encouraging the innovation that our world needs most right now.
In response to a question from the audience on Friday about how to get municipal staff to think beyond their standard frames of reference, I understand that Charles Montgomery pointed to new models for civic design, and suggested that politicians may need to “drag them kicking and screaming” into the 21st century.
This also applies to many of our provincial and federal representatives, who may say that they recognize our need to transition to the new economy, but then try to convince us that the way to reduce greenhouse gas emissions … is to increase greenhouse gas emissions.
Doubling down with doublespeak – let’s not let this become a new Canadian tradition.
We need our provincial and federal politics to reflect the best of what we see at the local government level.
Informed discussion and debate, listening to people who present differing opinions, allowing for compromise as a path forward, working from a place of shared values and finding solutions that best reflect those values.
And while it may not always feel this way at your council and board tables, the reality is that your level of government is one that is generally far less driven by partisanship and ideology.
We have an extraordinary opportunity to bring our electoral system into the 21st century in BC with the referendum that is happening this fall. And while there will be many discussions on both sides of this debate over the next several months, it’s essential to begin with what are we trying to solve with electoral reform in BC.
Currently, under First Past the Post, elections are geared towards a “winner take all” outcome. And that winner almost never has the support of the majority of the voters.
40% is often the magic number.
40% of the popular vote in BC can generally deliver to one party a majority of seats in the legislature, and 100% of the power for 4 years.
Informed discussion and debate, listening to differing opinions, compromise, collaboration, finding common ground based on shared values – that’s completely unnecessary when your party has enough votes to ram through any legislation and any agenda you like.
Compare this to almost any other human endeavour, where collaboration, cooperation, and respect deliver the outcomes that have moved us forward throughout history.
Yes – let’s compete to bring forward the best ideas, the boldest visions – but let’s not make competition the only value that underpins politics.
Charles Montgomery points out that the infrastructure of our cities and our communities can be a source for unhappiness, through creating mistrust, a sense of disconnect, and a lack of sociability.
It seems that our political infrastructure – and in particular a first past the post system that delivers 100% of the power with a minority of the votes – can also create mistrust, lack of sociability, and unhappiness. In our winner take all system, inflicting knock out blows to the other side becomes a normal part of our politics – but how much does this damage our governance?
How many good ideas, brought forward by opposition MLAs or MPs have died sad deaths on the order papers under a majority government that can’t be seen to work across party lines?
Electoral reform – particularly electoral reform that would bring in a form of proportional representation – would deliver more minority governments to BC.
And some may try to convince you that’s a terrible thing – but I ask, is working across party lines a terrible thing? Is collaboration on policies and legislation a terrible thing? Is having more minds engaged on solving problems a terrible thing?
Or could this change in our electoral infrastructure actually bring us politics that contribute to more sociability – the one factor that Charles Montgomery said was paramount to our happiness.
Premier Horgan mentioned in his address that there has been conflict between our two parties.
There has indeed – and the media will always focus on these points of tension – but if you look at how much legislation was passed in the fall, how many initiatives have moved forward over the past nine months and then consider the ratio of collaboration to conflict, you’ll recognize that – much like at your own council tables – when you work from a place of shared values, it’s possible to almost always find a path forward.
Our current electoral model has its origins in the Middle Ages, and it has undergone significant change over the centuries.
It was only 100 years ago that women were given the right to vote in BC, and as we discuss and debate extending that right to 16 and 17 year olds, let us remember that the world around us changes continuously, and it’s up to us to ensure our institutions – particularly our democratic institutions – adapt to meet the needs of our society.
Happy cities, happy communities, happy politics. Let’s dream big.

The BC Green Caucus is the midst of a series of questions prioritizing wild salmon and steelhead in BC. Today in question period I rose to ask the Minister of Forests, Lands, Natural Resource Operations and Rural Development about the government’s plans to address the ongoing issue of open net fish farms in the migratory paths of west coast salmon. Mounting evidence is linking disease transmission between farmed and wild salmon which is jeopardizing the health of coastal stocks.
It’s not as if alternatives don’t already exist. Just last month a Norwegian aquaculture company announced a major investment in Ireland. Their solution involved the construction of a massive land-based salmon farm. Closer to home, the fully ‘Namgis First Nation owned company Kuterra is already farming Atlantic salmon on Vancouver Island.
This question period exchange with the Minister of Forests, Lands, Natural Resource Operations and Rural Development provides one of the worst responses I’ve got in my five years in the BC Legislature. I ask a simple question about fish farm licenses. I received gobbledygook as an answer not once, but twice.

A. Weaver: I am so sorely tempted to ask about that dinner on Bowen Island, but I’ll digress. I’d rather ask this.
Interjections.
A. Weaver: No, I wasn’t there.
Mr. Speaker: Members, if we could get to the question.
A. Weaver: Thank you, hon. Speaker.
Under previous governments, open-net fish farms were approved within First Nation territories without adequate consultation or consent, yet our present government claims it’s committed to reconciliation. In Alert Bay, the ‘Namgis Nation have lost their once prolific salmon runs. They desperately want fish farms removed from their waters. They’ve been occupying Marine Harvest fish farms since August.
The Swanson fish farm is currently empty, and its tenure is up for review this spring. Yesterday we received notice from the ‘Namgis Nation that they believe that Marine Harvest has made final preparations to restock the Swanson farm. The fish food has been delivered, they say, and the bird [nets] are now in place. They believe that the restock could happen as early as today.
My question to the Minister of Agriculture is this. If Marine Harvest is pumping new smolts into those pens, how will that impact the government’s assessment of their tenure status come June?
Hon. D. Donaldson: Wild salmon are a fundamental part of who we are in B.C., socially, economically, environmentally, First Nations and non–First Nations alike. I know that the member knows that the old government oversaw declining salmon stocks along our coast, and instead of responding to concerns about fish farms, they pushed the issue aside.
Our government is committed to protecting wild salmon and the nearly 10,000 great jobs that depend on those stocks. We’re working with First Nations, building a new relationship based on partnership and respect. And we’ve started a path forward with First Nations.
The Leader of the Third Party mentions the ‘Namgis First Nation. On January 30, four cabinet ministers had an extensive meeting with the five First Nations who have the most interest in the fish farms in the Broughton Archipelago. It was a good meeting, with good dialogue. It was based on the UN declaration on the rights of Indigenous peoples’ principles. We’re planning a follow-up meeting based on a mutually agreed-upon process in a government-to-government manner.
A. Weaver: Now, I recognize that this is not answer period, but that was so far from the question I’d actually posed. I would have thought we’d get some semblance of a response to a very important issue.
You know, when we reviewed correspondence between DFO and the B.C. government with respect to the steelhead issue that my colleague raised yesterday and the day before, it was clear that nobody knows who’s on first base with respect to dealing with salmon in British Columbia. And that answer, hon. Speaker — we deserve much better in this House.
Alert Bay isn’t the only community where people are worried about open-net fish farms. It’s widely recognized as being a key issue within the web of threats facing our wild salmon populations. We’re beginning to see other jurisdictions, like Washington state, take steps. Legislation, unfortunately, didn’t pass but was tabled to actually ban new salmon farms and issuing of new licences in Washington state.
The B.C. NDP have explicitly said keeping farm sites out of important salmon migration routes is critical. In fact, the member for North Island made a promise to the ‘Namgis Nation where she reiterated, in the nation’s big house, that the main reasons they should vote B.C. NDP in the last election was to ensure that the fish farms got out of the wild migratory routes of sockeye salmon.
My question to the Minister of Agriculture, who actually grants the tenures, not the Minister of FLNRO….
Interjections.
A. Weaver: It is FLNRO? Okay, we’ll do FLNRO. I thank the former minister. Maybe my question should be to the former Minister of Agriculture.
The minister has the Advisory Council on Finfish Aquaculture report. When will the government remove farm sites from the wild migration routes of salmon that they promised they would do and that they told British Columbians they needed to elect them to ensure this would happen?
Hon. D. Donaldson: Thank you, I suppose, for that lengthy question. I’ll address the overall issue. The overall issue is that we’re proceeding with a shared decision-making process with the five First Nations — not just one First Nation; with the five First Nations — who are concerned about fish farms in the Broughton Archipelago. That shared decision-making process incorporates the principle of consent and a government-to-government approach. That’s the way that we’ll be proceeding.
To unilaterally make a declaration in this chamber around the concerns of one First Nation is not the way this government proceeds. We proceed in partnership with First Nations involving discussions from the start, and that’s the way that we’ll get to reconciliation in this province.
Monday, February 19, 2018 – INTERIOR FRASER STEELHEAD POPULATION AND CHUM GILLNET FISHERY
A. Olsen: The Interior Fraser steelhead are in crisis. Last October I sent letters to FLNRO, the Ministry of Agriculture, Ministry of Indigenous Relations and Ministry of Environment asking for information about what was being done and how we could be of help.
Despite knowledge that the letter was circulating amongst external government contacts, I never got a response. Since then, the Committee on the Status of Endangered Wildlife in Canada initiated a seldom-used fast-track process and concluded that two populations of steelhead trout breeding in the Thompson and Chilcotin river systems in B.C. are at imminent risk of extinction.
I’m going to ask again. The Thompson should have a run of steelhead of 10,000. This year it had 177. The Chilcotin should have had a run of 5,000. Instead, there were 58. I am gravely concerned about the future of the Interior Fraser steelhead stocks. To whichever minister is going to take the lead in this emergency, can you please clarify what is being done on this urgent issue?
Hon. D. Donaldson: I appreciate and welcome the question from the member. Any time we can talk about steelhead or wild salmon in this chamber, it’s an important day to be remembered.
Yes, the precipitous decline of the Interior Fraser steelhead populations is on record. It was as many as 2,500 spawners returned in 2007. This year, 235. There was a lack of focus by the previous government on wild salmon and steelhead and a lack of action by the previous federal government on steelhead and wild salmon in B.C. We need to maintain the distinct genetic stock and be aware of environmental impacts, concerns from First Nations and nearly 10,000 good jobs that depend on the salmon fishery.
We’re pleased to hear about the federal changes to the federal Fisheries Act and the support for habitat restoration that’s needed in B.C. We are taking the lead through my ministry in making sure that the federal government’s feet are held to the fire. The commercial bycatch in the Fraser is of utmost concern to us. I know I’ve talked to the member about this, that we’re making every representation we can to the federal government to correct that.
Again, we welcome the changes in the federal Fisheries Act that will help us address the habitat concerns as well.
A. Olsen: Thank you to the minister for the response, but two ancient steelhead runs are facing imminent extinction under the watch of this government.
As you well know, steelhead returned to the Fraser at the same time as DFO was opening gillnet fisheries for chum salmon. B.C. steelhead experts estimate that 50 percent of the Thompson and Chilcotin steelhead are accidentally caught by these nets as they try to swim upstream to spawn. We are down to dozens of steelhead, with no capacity to lose more, but our government continues to support the gillnet fishery, with the Ministry of Agriculture awarding the chum fishery a marine stewardship certification, promoting it as sustainable to the world.
My question again: will the minister initiate an immediate provincial protection and recovery action plan to save this endangered species, starting by pulling the chum gillnet fishery’s MSE sustainable listing?
Hon. D. Donaldson: On the overall issue, I certainly don’t want to be part of a situation where we fight over the last Interior Fraser steelhead in the system. I don’t think any member in this Legislature would want to be part of that.We’re consulting on the last remaining recreational fisheries, where Interior Fraser steelhead are incidentally caught as a bycatch. As you know, there is no more recreational fishing of the steelhead and no more catch and release for that particular species.
We’re working with DFO to identify higher-risk commercial and First Nations net fisheries impacting the Interior Fraser steelhead, exactly as the member pointed out. We’re working with DFO. It’s a DFO jurisdiction on the gillnet fishery, and we’re working on that. And we’re consulting with Interior First Nations on the potential closing of Interior Fraser food and commercial fisheries in light of the conservation issue.
I met just recently with the five chiefs of the Nicola Valley bands on this issue, on Friday, as well as with the B.C. Wildlife Federation. The long-term goal is to ensure that those steelhead return in the years to come.
Monday, February 26, 2018 – INTERIOR FRASER STEELHEAD POPULATION AND CHUM GILLNET FISHERY
A. Olsen: Last week I asked if government would retract the chum gillnet fisheries’ Marine Stewardship certification before the Thompson and Chilcotin River steelhead go extinct. In response, the Minister of FLNRO said: “It’s DFO’s jurisdiction on the gillnet fishery, and we’re working on that.”
The minister isn’t wrong, but he didn’t answer the question. Steelhead’s fall return coincides with the chum salmon gillnet fishery, which, as the minister pointed out, is managed by DFO. As steelhead are managed by the province and swim upstream to spawn, they are getting caught and killed by the chum fisheries’ nets. It is happening at such a significant rate that the COSEWIC extinction listing says it’s one of the greatest threats facing steelhead survival, yet it’s a practice the province is going out of its way to certify and advertise as sustainable.
The chum salmon gillnet fishery, in and of itself, may be sustainable, but the impact it is having on the endangered steelhead is not. This time I direct my question to the Minister of Agriculture: will you pull the chum gillnet fishery MSC sustainability listing, given the significant impact it’s having on steelhead?
Hon. D. Donaldson: Once again I welcome the question regarding steelhead. The Interior Fraser steelhead run is of grave concern to members on this side of the House, as I believe it is to all members in this chamber who do not want to see the extirpation, the extinction, of a couple of runs of steelhead in the Fraser system and all it means about biodiversity.
The Committee on the Status of Endangered Wildlife in Canada, COSEWIC, pointed out that poor marine survival and excessive bycatch in non-target fisheries under the jurisdiction of DFO — Department of Fisheries and Oceans — is the major cause for the loss that we’re seeing and the decline in this species.
We know that the federal government has routinely ignored the bycatch issue. We know that former the Prime Minister, Stephen Harper, who was supported by the former Premier, Christy Clark, and many members on that side who are members and support the federal Conservatives, did nothing to represent B.C.’s interest when it comes to steelhead in the Interior Fraser system.
We are working, helping the federal….
Interjections.
Mr. Speaker: Members.
Hon. D. Donaldson: We’re working with the federal government to formulate their fishing plans to mitigate the bycatch. When it comes to the Marine Stewardship Council, we are having input and working with the federal government on that. We don’t have the ability to pull Marine Stewardship Council certification. They’re an independent, non-profit society.
A. Olsen: I’m guessing that while the steelhead go to near extinction or get extirpated, we are going to be calling the chum fishery certifiably marine sustainable — while another species goes near extinction.
I did receive the letter, a response, from the Minister of FLNRO — we tracked it down; it was a constituency in-box — and in which, he said: “Accountabilities for fisheries- and ocean-related issues and initiatives are distributed across the provincial government. Several agencies play a lead role in delivering key aspects of this work, including FLNRO; Ministry of Agriculture; Ministry of Environment; Ministry of Indigenous Relations; Ministry of Transportation and Infrastructure; Ministry of Energy, Mines and Petroleum Resources.”
The list is long. Perhaps this is why while one ministry says bycatch is a leading threat, another is saying it’s sustainable.
My question to the Minister of FLNRO is how can six ministries in addition to DFO play a lead role in managing this crisis?
Hon. D. Donaldson: Well, yes. Many ministries under provincial jurisdiction play a role. For instance, the Ministry of Agriculture has concerns about runoff from farms that impact the waters that these steelhead spawn in. The Minister of the Environment has jurisdiction over pollutants in those waters. My ministry has many tools at their disposal when it comes to the sport fishery.
What I want the member to know: I clearly do not believe that the MSC certification should apply to the chum fishery in relation to this steelhead return. That’s the department of Fisheries and Oceans’ responsibility. We will make sure that our views are well known to the federal government — as well as taking measures on habitat conservation and restoration that are within the jurisdiction of the provincial government.
