Response of Greater Victoria councils to calls for governance questions on the November ballots welcomed

Victoria B.C. – Andrew Weaver, MLA for Oak Bay – Gordon Head and Deputy Leader of the B.C. Green Party, welcomes the response of local councils to calls for governance questions to be on the November 15^th local elections ballots in Greater Victoria. Saanich, Oak Bay and six more of the thirteen municipalities within the Capital Regional District will place a non-binding question seeking public input on shared services, local and regional governance and, in some cases, the potential for amalgamation. A positive vote will trigger a study on local governance and publically-funded services, leading to recommendations on the future of local and regional governance.

“This is welcome news. It is encouraging to see democracy at work with local mayors and councillors listening to their communities,” said Andrew Weaver. “I am hopeful that this kind of public engagement will serve as a catalyst to increase voter turnout in the November municipal elections”.

Today, the Honourable Coralee Oakes, Minister responsible for local government, congratulated the municipalities that have placed a governance question on the November 15^th ballot, and stated her office and staff are available to assist with resources and support.

“The Minister’s announcement that resources and staff are available to support a governance study, is appreciated and demonstrates that they too are listening to residents of the capital regional district,” said Andrew Weaver. “It is vital the province and local governments work together to ensure residents are fully consulted and have an opportunity to voice their questions and ideas as this moves forward.”

Petronas LNG Announcement Highlights Need for Economic Back-Up Plan

Victoria B.C. – Andrew Weaver, MLA for Oak Bay-Gordon Head and the Deputy Leader of the BC Green Party, says that Petronas’ threat to call off its $10-billion LNG project is another clear demonstration that British Columbia desperately needs an economic back-up plan.

“We have a government that has gone all-in on LNG,” says Weaver. “We have an official opposition that is essentially parroting the government in an attempt to appear job-friendly. The fact is, Petronas’ announcement has made clear what neither the government nor the opposition is willing to admit: That the promise of a ‘generational opportunity’ in LNG is a pipedream and we desperately need a back-up plan for when it fails.”

Petronas’ CEO, Shamsul Abbas, said that the development of an LNG export industry in Canada was over 40 years behind the United States. His statement echoes the conclusions of a recent Peters and Company report that noted that the U.S. Gulf Coast is now likely the most efficient place to construct LNG facilities in North America. In fact, according to regulatory filings, it would cost roughly twice as much to construct a facility in Canada as it would to build one on the U.S. Gulf Coast.

Mr. Abbas was clear when quoted in the Financial Times: “Until investors cross the final investment line with an economically viable project, they remain just potential investors on paper”.

“I’ve been saying this since before the last election – the economics simply aren’t there for what the government is promising. It’s a race to the bottom to sell off our natural gas resources, at the expense of other opportunities.”

While, the government continues to double-down on LNG existing industries in B.C. have been neglected. A few years ago, B.C. was investing heavily in reliable, high-paying and up-and-coming sectors like the technology and renewable energy sectors. However with Premier Clark’s new singular focus on LNG, these sectors lack the certainty needed to continue to thrive. Anytime someone questions their approach, the government responds by saying “trust us.”

“We can no longer accept the government’s ‘trust us’ mantra on LNG development. Jobs and our economy are on the line here and British Columbians deserve to know that their government has a back-up plan for when the LNG dream fails.”

BC Government Silent on Mount Polley

For Immediate Release

Victoria B.C. – Andrew Weaver, MLA for Oak Bay – Gordon Head and Deputy Leader of the B.C. Green Party, is calling on the B.C. Government to take immediate steps to address growing concerns about the lack of response to the short-term environmental and economic impacts stemming from the Mount Polley tailings pond breach.

“The Mount Polley tailings pond breach happened over a month and a half ago,” said Andrew Weaver. “Yet local residents are still being kept in the dark about what their government and Imperial Metals are doing to remedy the immediate economic and environmental fall-out from the incident.”

So far the government has only provided information on its monitoring efforts and its commitment to determining the cause of the breach. Local residents are concerned that the government is not doing enough to address more immediate issues, such as financial support for affected families or reclamation of impacted areas.

Andrew Weaver visited the Scwepemc Sacred Fire during his August 28^th trip to the region. The Sacred Fire, which was lit on August 18^th near the entrance to the mine site, has becomes a community gathering point for those affected to voice their concerns.

“I had an opportunity to hear from people about what they believe needs to be done” said Andrew Weaver. “What I heard more than anything is that residents do not trust that the BC government or Imperial Metals are doing what is necessary to address their concerns. We need to change that.”

Since Andrew Weaver returned from Mount Polley more than three weeks ago, these concerns have continued to grow. His office has received correspondence from residents of Likely, BC, who remain concerned that they have still not heard what steps the BC Government is taking to address the more immediate concerns.

“The fact is, residents of the Mount Polley region shouldn’t have to approach an MLA from Vancouver Island to get answers from the government about what is happening to their region. This is a clear sign that more needs to be done.”

Government Leadership Lacking in Teacher’s Dispute

For Immediate Release

Victoria B.C. – Yesterday’s announcement by Minister of Education Peter Fassbender rejecting BCTF’s proposal to seek binding arbitration in their ongoing labour dispute demonstrates a clear lack of leadership, an inability to compromise and their fundamental lack of support for public education.

Teachers, students and parents face a second week shut out of classes with absolutely no end in sight. By suggesting binding arbitration, a position Andrew Weaver recommended at the end of August, the BCTF opened the door to finding a deal.

“The government campaigned on reaching a 10-year deal with teachers; they campaigned on putting families first; they campaigned on hyperbolic promises of wealth and prosperity from LNG. But they’ve failed on all three fronts” said Andrew Weaver, MLA for Oak Bay Gordon Head. “It’s become clear to me that the government’s campaign promises were nothing more than empty rhetoric. British Columbians deserve better”.

The government’s position that resolution will only be achieved through negotiation belies the fact that over two months have passed with few, if any, substantive talks between parties. Even mediator Vince Ready has pointed out that both sides are too far apart on substantive issues for mediation to proceed.

In response to the Minister’s statement that the BCTF proposal “was another empty effort to give parents and teachers a false hope that there is a simple way to resolve the dispute” Weaver notes that “binding arbitration is a time-tested means of ending labour disputes.” To this Weaver adds “the fact that the government dismissed it suggests that they are not interested in reaching a fair settlement”.

If the government were serious about ending the strike then rather than rejecting binding arbitration out-of-hand they could have agreed to it provided there were no preconditions. Together the government and the BCTF could then have appealed to the Chief Justice of the BC Supreme Court to appoint an arbitrator.

In yesterday’s statement Minister Fassbender claimed that “the BCTF leadership is trying to avoid having the tough conversation with their members about what is realistic and achievable at the bargaining table.” Weaver counters that “in fact it is the government that is trying to avoid having the tough conversation with British Columbians about what it takes to make education of those who will be the drivers of tomorrow’s economy a priority”.

“It is time to end this strike. It’s time to stop playing politics with our children, teachers, and parents” said Andrew Weaver “and it’s not only educators, support staff and families who have lost confidence in this government, there is tangible public anger out there. It’s time for Minister Fassbender and Premier Clark to do what is right, to do what is clearly in the public interest, and to agree to what is really the only fair solution to ending this strike: binding arbitration.”’

Andrew Weaver Welcomes BCTF call for Binding Arbitration

For Immediate Release

Victoria B.C. – Andrew Weaver, MLA for Oak Bay-Gordon Head and Deputy Leader of the BC Green Party welcomes the call today from the BC Teachers Federation for binding arbitration in the ongoing education dispute.

“It’s time to resolve this dispute and get our children back into the classroom,” says Andrew Weaver. “The signs are clear that mediation isn’t working; we need another way to bring the two sides together. Binding arbitration is a perfectly reasonable request. The government will look entirely unreasonable if they do not agree”.

Andrew Weaver called for binding arbitration on Sunday after talks with Vince Ready broke down, leading to another week of strikes in a dispute that has already stretched on for months.

The announcement today from the BCTF offers a realistic, fair and practical means of ending the ongoing labour dispute.

Together, both the BCTF and the government could apply to the Chief Justice of the British Columbia Supreme Court to appoint an arbitrator. Schools could be reopened as the arbitration process progresses.

“I have been inundated with emails from parents and teachers from all over British Columbia” notes Andrew Weaver, “it is clear to me that most British Columbians from all corners of this province would support the call for binding arbitration”
